Mangistau oblast which used to be a donor, today itself is in need of support. One should not be surprised by it, as economic stability of the area was achieved at the expenses of oil extraction. Oil and gas deposits in Mangistau region provided a huge amount of tax payments to the local budget.

However, a raw material oriented economy of the oblast under the conditions of the world financial turmoil played a vice joke with the region. The reduction of prices for black oil urged serious problems.

Therefore, the main priority for today here, as well as across the republic, is a diversification of economy. It is worthy of mentioning, that industrial potential allows to resolve this problem. Today all efforts are focused on development of the existing and creation of new service objects, in general oriented for oil and gas sector.

For instance, on the territory of the oblast there is Caspian engineering construction complex (CECC). This company has a good material-technical base and highly professional team. Serving the demands of oil extractors at this manufacturing company, one can achieve increase of 'Kazakhstani component.' However this issue is ignored on the known reasons. To save the economy of the region from the raw material orientation and to help survive in not simple conditions is quite possible for Aktau plant of fibre-glass roofing material pipes, plant on production of metallic items and others. Their production may be successfully be used while replacing time-worn engineering communications. However, these plants and many other manufactures at present are out of action.

In the same situation there is such a big industrial giant, as KazAzot Ltd. It specializes on the production of fertilizers, which are so necessary for agricultural Kazakhstan. At the moment plans on modernization of the enterprise are suspended.

And if it will be reanimated with the help of the Samruk-Kazyna foundation, then the issues of fertilizers transportation to a consumer should be resolved. Just by cutting expenses for delivery the production can be done competitive not only in internal, but also in external market.

With a long term perspective construction of new and reconstruction of the existing railroad lines is planned in the oblast. The example of railway destination Beineu-Zhezkazgan. Recently there was a presentation of the concession project Construction of railroad Eraliyevo-Kuryk port. International project - railroad line Uzen'-border with Turkmenistan will be also realized in a long run.

Not the less important part in the transportation chain of the oblast is Aktau international airport, which goes into the three biggest Kazakhstani air carriers. At the moment the construction of passenger terminal is about to be completed. In this regard one crucial point remains unsolved - reconstruction of take off and landing line, which would have allowed to accept in Aktau airliners of any types and provide a transit of passengers and any freight. The point is that the local budget does not have money for undertaking these works. It is also impossible to rely on state financing - Aktau airport is not included into the state program on development of state aviation. And if this segment will be not occupied by the local air carrier, then profitable place for transit others will occupy …

Everything is not smooth in the activity of Aktau international trade port. For storing of oil without obstacles while developing sea deposits of the Caspian sea it is important urgently to construct the second section of the sea port. Besides, it is rational to use its potential to provide the transit of the freight flows between Europe and Asia (what is stipulated by the profitable geographic situation - at the cross roads of international corridor 'TRACECA-North-South').

But the potential of the seaside on the area of the oblast should not be limited with it. At the moment seaport Kyryk is actively developed in the Bautino village. It will be involved in the support of the sea operations at the Caspian sea. It is expected, that the great oil will be transported through it, when oil pipeline Eskene-Kuryk will be put into operation. It is planned to get down to its construction next 2010 year. Port infrastructure may be successfully developed at the Kuryk port, creating new working places.

Apart from it, in a line of topical problems for the oblast the activity (or to be more exact inactivity) of the special economic zone (SEZ) Seaport Aktau. All started from a well planned actions: as a number of investment projects was realized, positive experience was accumulated. However, the activity of the SEZ and its further development at the moment is obviously not steady, while having the interest on behalf of the investors. The reason is simple: on the lands which are meant for it, there are no engineering communications. Financing of their creation should be taken by the state. What does not happen, unfortunately.

To be frankly, there are positive movements in the creation of automobile corridor via Mangistau oblast. The repair works of Beineu-Atyrau is completed. However the issue should be resolved at the governmental level on financing of completion of repair works of the Aktau-Atyrau car road on the part of destination Aktau-Beyneu.

And the last, but not the least: whatever is planned on the territory of the region, all the intended for realization projects in Mangistau will require additional energy expenses, and quite solid.

The potential of the only enterprise in the oblast, which provides all industrial complex and population with electric energy, heat and drinking water, MAEK-Kazatomprom Ltd, is quite limited. Many of its capacities almost worked out its resource, and there are financial difficulties exist for renewal.

The problems may be deteriorated, if today we do not resolve the issue on construction of a new nuclear station on the territory of the oblast. Without this life in Mangistau in the nearest future may be entirely paralyzed.

According to experts it is more wise to act in advanced regime, and not in afterwards program.
